The notes below are purely for complete beginners to Web page authoring and HTML.
You are probably using Win 3x, Win 95 or Win 98, 2000 or XP . If you are using Win 98 and above you will have the means of creating Web pages within the OS, although this may become a little daunting for a complete beginner who has no knowledge of HTML, the programming language used for Web pages. The following instructions allow a complete beginner to create a relatively simple but effective Website with no knowledge of HTML.
A good HTML Editor to download and use is Ace HTML Freeware Editor:

Also download the program from Freewarefiles to upload web pages to servers:

Download this to a directory of your choice, then depending on your OS, unzip them to any directory using Zipster or similar or automatically via the OS. Then Install the unzipped programs as instructed and delete the original downloaded .zip files.

and is also a zipped file.
Assemble your completed Web pages along with any illustrations (.jpg and .gif files are best) to a directory (say C:\website) of your choice.
You can then upload the entire Website once you are satisfied the site works as you desire. Your ISP probably supplies web space or there are a number of Internet sites which provide free Website space normally in exchange for some on-screen advertising. If you are using your ISP space obtain the upload destination from your ISP which will likely to be something like: http://website.something.net/username/
The HTML Guide covers Counters etc. You then have to advertise your site by sending the address (or URL) to various Search Engines, or just one. It will migrate to other search engines given time (web crawlers).
