Having positioned the TAMIYA MASKING TAPE and fully rubbed down, I then use ordinary (cheap) masking tape carefully positioned to partly cover the thin tape.
This gives me a much wider area to work from to fully mask off the lower hull without the risk of disturbing the waterline marking.
