I didnt answer your question about childrens biuses for 2 reason yellow buses in the US are owned by First who are promoting them here, buses stand idle most of the day on that system. The last transport bill provided that councils could seek powers to regulate bus companies where bus services were failing this includes frquency and price none have tried it we should be go for it.
