TEN THEMES FOR THE NATIONAL PLAN

The ten themes which follow are offered as examples and should not be seen as defining the limits of the plan.

Summary of the innovation themes to be outlined:

    1. An Excellence in Innovation Award for British companies who are innovation focused in their approach to business.
    2. A Management of Innovation qualification, to equip managers and others involved in implementing innovation, with the know-how required to cope with the task.
    3. A Virtual British Innovation Centre. This internet and digital television based innovation centre would be the national centre for anyone seeking help, on any aspect of innovation in Britain.
    4. A National Jobs & Skills Database. This would link employers, training providers and potential employees together, to deliver skilled workers to the work place on a just-in-time basis.
    5. Information Technology 1:Creating North Melted into South Businesses with front offices in commercially favoured islands of prosperity which will be referred to as "The South", electronically linked to back offices in weaker economic growth areas referred to as "The North".
    6. Information Technology 2: Reviving the promise of internet trading. At the end of the twentieth century, selling goods and services over the internet failed to live up to its early promise because of payment and delivery problems. New ways of payment and new delivery systems are proposed.
    7. Information Technology 3: Improving IT teaching in schools. IT differs from other subjects on the school curriculum in two ways: It's advancing faster than other subjects and in a non-academic way, pupils know more about it than the majority of their teachers. Methods for putting teachers back in command are suggested.
    8. Rebuilding public trust in science, technology and engineering, and the people who work in these fields.
    9. An annual National Innovation Competition. This competition, having categories suitable for all British residents would offer prizes for the best suggestions, for solutions to a problem currently being faced by the nation.
    10. Innovation in the public services. Target Setting as a means of improving efficiency in the public services has only met with limited success. An alternative is proposed.
