You are essentially "locked" into your own Aura but can, even in a non-oob state are capable, in the right conditions of reaching into the astral realm. Both the living and the dead can be found here each locked ito their own Auras.

The diagram below attempts to explain how I believe this odd phenomena seems to work. In the Astral Plane we have both the dead and the living. Ordinary people like you just 'out and about'. Before you ask, there is no point trying to stalk anyone as you wont be able to get into their personal Aura unless it is unlocked to allow you entry. The Supercomputer that is the mind has already been programmed after a life on Earth and it knows exactly who and what is welcome in each individuals personal space. I believe the Aura's of the dead are less dense than the living too and possibly become less dense after time.
Anyone who has ever kept a Tropical aquarium knows that introducing new fish to the tank by simply chucking them in is likely to be fatal to all but the hardiest of fish. Generally they must be kept in the bag they came in and existing tank water introduced in small amounts to acclimatise them to variances in chemicals and temperature until they are ready to swim around in their new home. I believe something very similar is operating here. The dead will remain firmly in their auras until the thing disintegrates over time to let them roam at will in their new universe. Appreciate that this is only my theory and should not be taken as gospel, but after a lifetime of interaction with this strange place it seems the likliest of possibilities.

That's you in the bottom half of the diagram existing in your own Aura here on earth. During your OOBE you have projected yourself into this new world where you can interact with whatever you have filled you own aura with and others. Again if your goal is to perhaps track down and interact with a long lost family member who hated the sight of you in life then you will have no chance of penetrating there aura
