you have a website which you think is worthy of this very prestigious
award (sarcasm), then contact me
with you site address. I'm not going to lay out a whole lot of
rules and stipulations as to whether you site is good enough, like
"you must have 800 hits a say" and "you MUST have 300+
animation cels on your site" etc, as long as you have a good site
which you work hard on and which has good content. I'll check out
your site and if I like it, I'll e-mail the award to you with your site
name on it.
Don't worry, this 
thing won't be on the award if it is sent to you.
