Regional planning (England)

Planning at the regional level often appears to be remote and not the concern of local communities or businesses.  The demise of structure plans and UDPs Part 1 means that there is now a wide ‘planning gulf’ between regional and local planning.  In some areas this gap is being filled by sub-regional planning — but responsibility for this still lies with the region and not locally.  Discussion of sub-regional plans can nevertheless descend into considerable local detail — and even look at specific locations for the more strategic proposals.

Regional Spatial Strategies set the context for Local Development Frameworks which then have generally to conform to them.  All this means that local communities do need to engage at the regional level of planning.  There are opportunities to respond to consultations at both the Issues & Options and Draft Submission stages, and to submit Written Statements to the independent Panel.  Participation at the Examination-in-Public does not usually extend to individuals; nevertheless, community representatives are often invited to take part in particular sessions.
