Title: STANDING ORDERS GOVERNING ANNUAL GENERAL MEETINGS


0.    All propositions put before the AGM shall have been sent to the Secretary in accordance with the rules laid down in the constitution.

1.    No speaker may speak for more than five minutes except with permission from the Chairman.

2.    A Member shall stand when speaking and shall address the Chair. When the Chairman stands all other Members shall remain seated.

3.    No propositions, or amendments shall be spoken to except by the mover until it has been seconded.

4.    A Member who speaks shall direct his speech directly to the Proposition or Amendment under discussion, or to a Proposition or Amendment to be proposed by himself, or to a question of order.

5.    A Member may speak once to any Proposition or Amendment and the mover of the original Proposition may reply, but in his reply shall not introduce any new matter into the debate. Provided always that a Member may at any time speak to a Point of Order, or in explanation of some material part of his speech made by him, which he believes to have been misunderstood. The Chairman has discretion to permit a second contribution to the debate by a Member.

6.    A Speaker shall not be interrupted except on a Point of Order; and when anyone rises to order the speaker shall resume his seat until the Point of Order has been disposed of.

7.    A Proposition or Amendment, once made and seconded, shall not be withdrawn without the consent of the Meeting.

8.    Every amendment shall be relevant to the Proposition on which it is moved and shall not be a direct negative.

9.    Any number of amendments may be received but not seconded, or subsequent amendment shall be moved until the meeting has disposed of the first amendment.

10.    URGENCY MOTIONS No Proposition or amendment arising from that Proposition shall be accepted or moved if it has not first appeared on the agenda, unless 'LEAVE OF URGENCY' is granted by the Meeting. An urgency motion for presentation to the meeting shall be given in writing to the Chairman before the commencement of the meeting.

11.    POINTS OF ORDER may be made at any time: must be made briefly and addressed to the Chairman in the form of a question. If accepted by the Chairman, the Point of Order shall have priority over other business before the meeting.

12.    CLOSURE
(a)    Any debate may be closed by the Chairman at his discretion or by a motion 'THAT THE QUESTION NOW BE PUT' being moved. This, if seconded and accepted by the Chairman, shall be put to the meeting without debate. If carried, there can be no further discussion of the proposition and the vote is taken.
Postal votes, if any, must be included in the vote.

(b)    Any member is entitled to move 'THAT THE MEETING PROCEED TO THE NEXT BUSINESS'. If this Proposition is accepted by the Chairman, (who has the discretion in the matter and who must consider the postal votes, if any before making his decision) and is seconded and carried, this discussion is closed immediately, without any vote being taken and the meeting proceeds to the next business.
13.    VOTING. Two tellers will be appointed from the floor to count the raised hands. Only fully paid up members & Hon life members may vote.

14.    A proposition that is voted against (lost) at an AGM may not be brought up at another AGM for a further 3 years.

15.    The Chairman of a meeting is to be impartial, maintaining order in the Meeting, and taking no part in the debate, but he has the casting vote in the event of a tie, to bring a result to benefit the Association.
