Capstan Arrangement
In the North East of England , all small children are called " Nippers" and dates back to the age of sail , when during the process of lifting the anchor , it was the job of a young child to control the Nipper rope - typified by someone calling " where's the Nipper " - meaning where is the Child . He was none too popular if he allowed the Nipper rope to slip .
