Notes from a Member of the Public

  • Turpin: Enquired about declaring an interest in Transition Towns item – seems no problem
  • Watermead ash tree – Jan has to send GPS coordinates to BT, she says due to local residents oversight in allowing it to grow – possibly Jeanes' property?  BT will only cut trees if interfering with lines – not their responsibility.  Shortland expects Turpin to tackle SSDC – (why didn't Turpin volunteer?).
  • Shortland – Initiative project - there won't be another opportunity & SCC will be out of time if not decided today.  Possible candidates: Transition Towns project, district heating, common land contracts.  PC could set up steering groups to get around the time factor & start things moving. T & F Well-being initiative possible example for steering group.  Shortland left.
  • Public: Has Turpin ordered bulb planting?  Turpin cites Jan as he has not - believed to be an SSDC initiative.  Turpin wants the authorisation (!) Public: expects SSDC support & for Turpin to look into it – he agreed.
  • Public: Position on pond – Jan doesn't think it is neglected – she wants volunteers.  Public: Volunteers were available.  Jan: But they did not get insurance under their terms – PC will insure up to 6 volunteers under its terms.   Public: Will look into it.
  • Roy Walsham (public): Chard Road pavement?   In hand.
  • Ken: Pre-school announcement. Jodi (public): It has grown & needs hall in place of room.  Shortland has moved SSC to provide options – e.g. a modular purpose built Elliot building could be put on SCC land.  Details available during interval.
  • Planning
    • Magnolia, PO Lane – retrospective.  Applicant: Talked to building inspectorate, not planning – 2 objectors (no-one asked what they were).  Richard Down: Possible precedent in Linkhay was refused.  Tom (public): Balcony overlooks his garden but loft conversion appearance is OK.  Applicant: Hedge can be grown to improve privacy. Approved: 7 – 3 –1(Turpin)
    • Forton House – Satellite dish & other things – listed building – retrospective.  Approved: 11 – 0 – 1(Turpin)
    • Gullway Cottage, Bulls Lane – 2 houses on Bulls Lane, outline.  Public: Wants improvements to Bulls Lane.  Ian Purdon: 1 large house got permission nearby.  RW (public): Emphasised precedent is 1 large house which will have less road use than 2 houses.  Dave Jerrett (applicant): highway requirements can be satisfied.  Turpin: Wants to defer due to missing rights of way report – wants advice on nature of rights of way.  Approved subject to rights of way.
    • SSDC decisions: Yonder Hill, Dairs Barton, & Mill Lane Forton granted.
  • SSDC solicitor (Phillip ??) to brief on new regulations, plus whatever else – possible extraordinary meeting – approved
  • Transition Community – (Turpin sponsors) – Mark (Wheatons Transport): wants to use biogas for transport – investment needed.  Turpin: Fuel poverty – local assimilation of waste – Shortland's money could be used – does not want to go into detail.  Wants names.  (NB approval included clerk + PC & FC chairmen to have delegated admin of Transition funds.)
  • Allotments: Eric Peadon: Security.  General: people have expressed interest for ‘in Parish' allotments – rules for PC to purchase & can charge users, 7 is therefore regarded as a service for ratepayers – 6 parishioners can force PC to consider it.  Turpin: Steering group to report back – impressed by Liverpool.  Jan: Can advertise for garden space.  Jodi (public): could be a possible example of development for younger people.  Tony: Rent might be £100 per acre per year.  Eric: Pays £40 per year for 4 plots in Chard's allotments.
  • Parish room as Council Office.  Ken: Proposed a steering group to digest Heather's report – not to be discussed in public.  Turpin seconded – unanimous
  • Parish Surgery.  Turpin: against it.  Ken: Useful to have more than 1 member present.  Barbara: Trial?  Jan: Hire committee room.  Ken: Need to store youth club stuff elsewhere, can then be used as surgery – defer until accommodation status known.  Defer approved.
