Cardiff Council has published its draft "Integrated Parking Strategy", a co-ordinated approach to parking in Cardiff. The Strategy is applicable to all vehicles, whether cars, coaches, taxis, motor-cycles, or cycles, on-street and off-street (apart from private residential parking), and the document includes references to [decriminalised] parking enforcement and charges, parking policy, and Park & Ride.
The Strategy is intended to contribute to the delivery and implementation of the Council’s transport strategy (Local Transport Plan) and emerging development plans. This means that priority in the ‘parking hierarchy’ is to be given to walkers, cyclists, and public transport users, even if this .. "disadvantages cars at certain times and in certain places", whilst accepting that those whose mobility depends upon motor transport have high priority.
For cycles, the Strategy proposes secure parking facilities at key employment, education, shopping, leisure destinations, and public transport interchanges (where covered enclosed stands are suggested). It puts forward measures of cycle use and cycle security / provision of cycle stands to be monitored.
