CPRE has been pursuing the government for some time for the removal of the clause in PPG7 on which the sponsors' plan is based.
In the June 2001 issue of their magazine "Planning Update" under the heading "PPG7 and New Country Houses" they write:-
'CPRE is continuing its pressure on the government to remove the current policy which in 'exceptional circumstances' allows the development of 'truly outstanding' country houses in open countryside.
………
Not only is the policy failing to deliver the quality of developments envisaged by John Gummer MP when he introduced it in 1977, it is also looking increasingly incongruous in today's context of increased pressure on rural land and a continuing shortage in the availability of affordable housing.'
In the following issue of the same magazine under the headline "Country Houses" CPRE write:-
'Following pressure from CPRE … the Government announced its intention to consult on proposals to remove the current exemption in PPG7 (paragraph 3.2.1) which allows individual isolated new houses to be built in the countryside if the propodsals were of the highest quality and truly outstanding in terms of architecture and landscape design. In a written answer published in Hansard earlier in the summer, Beverley Hughes said:-
"The Government believe that there is a need for more affordable housing in rural areas, and do not see the current planning exception for isolated dwellings which may be built in unsustainable locations as consistent with that priority or with its objectives for the countryside more generally. We therefore intend to consult on ammendments to PPG7 to remove the exception policy which allows such large dwellings to be built."
Ms. Hughes also confirmed that the test for major developments in National Parks also applied to AONBs. Therefore, major development in either National Parks or AONBs will need to demonstrate that they are in the public interest before they proceed.'
