FIRST AIDER ("Medical Officer")
The First Aider is a common resource for Stedfast Campers to seek assistance from and is there to take action appropriate to skills, qualifications, training and duties.
1. FIRST AIDER - BASIC SKILLS
a) The First Aider will hold a valid First Aid Certificate issued by a recognised certifying authority and will provide a photocopy of that certificate to the Convenor to hold on file.
2. DUTY OF CARE
a) With any sensitive problems, the MO will exercise his/ her duties and seek advice from the appropriate Company Captain or authorised representative regarding those matters and will make decisions accordingly and that, in the case of a child requiring isolation from fellow campers (for whatever reason).
b) The First Aider has a Duty of Care for the health and well-being of all campers and camp staff and will provide First Aid cover to Stedfast Camp and to any visitors as may be needed.
c) The First Aider will take charge of any administered drugs acting as "a responsible parent" and will remind children of the times that their medication should be taken each day, assisting as necessary in accordance with the instructions on the Parent Consent Forms.
d) The First Aider will discuss any medical issues including well-being, general health and camp hygiene with Stedfast Camp Staff at Staff Prayers or at any suitable point at the earliest opportunity as arranged with the CO.
e) The First Aider will attend all FIRE & EVACUATION practises and will report to his/ her duty area with first aid kit and Parent Consent Forms when the fire alarm is sounded and will be ready to provide treatment as necessary.
3. FIRST AID TENT - QUIET SPACE & TREATMENT ROOM
a) The First Aider will make use of the First Aid Tent which shall be equipped with a bed and chair.
b) If treatment is prolonged and the patient requires isolation, the child may be observed by two CRB'd registered leaders, preferably in the same Company as the child.
c) The First Aider will be expected to keep attendance if a child needs to spend time in the Medical Tent. There may be a need to call upon other available staff to share the duty. The CO and Chaplain will be advised on the child's progress and Parents may be called if necessary to seek further medical assistance.
4. EMERGENCY SERVICES
a) In the case of an EMERGENCY the First Aider or responsible adult will telephone 999 and ask for the Ambulance service.
b) The First Aider will liaise with the local Health Authority doctors, clinics and hospitals as necessary.
c) The MO is empowered to contact the nearest Medical Authority in accordance with prior arrangements.
d) The First Aider will ensure that all Head injuries are to be treated at the nearest hospital as a matter of urgency following immediate First Aid treatment.
e) The First Aider will also ensure that all Deep Second and Third Degree Burns are to be treated at the nearest hospital as a matter of urgency after immediate First Aid treatment. The likely place of such accidents are in the Cookhouse, carrying hot water, filling baths with boiling water from the cookhouse boiler, washing up or LPG leaks from high pressure pipes or fittings, from gas canisters or lighting appliances.
5. STEDFAST CAMP FIRST AID KITS
a) The First Aider will hold the Stedfast Camp First Aid Kit and ensure that minibuses are equipped with small first aid kits.
b) The First Aider will advise the Quartermaster to purchase items to replenish the first aid kits prior to camp or on the first day of camp.
6. FIRST AID ADMINISTRATION
a) The First Aider will keep a log of all prescribed drugs as detailed on the campers' Parent Consent Forms.
b) The First Aider will also record non-prescribed items obtained from a Chemist that may be given by the First Aider only (e.g. kaolin, child-strength disprins, sun factor lotion) to the camper with his/ her consent, or may be given by discretion in the act of being a "responsible parent" under the loco parentis terms of the Parent Consent Form. This will be done in exceptional circumstances as it is not permitted to provide non-prescribed medication.
c) The First Aider will obtain copies of the Parent Consent Forms from the CO. After camp, all documentation and forms will be handed over to the CO for the Camp Convenor.
7. ACCIDENT BOOK & ACCIDENT REPORTING
The First Aider will
a) ensure that all injuries are treated and recorded in the Stedfast Camp Accident Book (held by the CO) and will keep treatment records for patients.
b) advise the Equipment (or Safety) Officer of any H&S issues related to injuries.
c) advise the CO and Safety Officer (if appointed) if he/she is leaving camp or is not able to attend an outside event. The MO will ensure that First Aid cover is provided and a will provide the CO, Programme Team Leader and Duty Officer (as appropriate) with a contact mobile phone number.
The Medical Officer will advise, report and make recommendation to the CO and Company Captains as necessary.
