General Notes [Issue 2]

 

The purpose of the new RA Notification Form is to ensure a common approach to the task of undertaking a Risk Assessment Appraisal.

 

It is intended that this form be the GENERIC part of any Risk Assessment that is undertaken by an Event Organiser.

Risk Assessment now being a mandatory requirement under the Permit Standards requirements, which were implemented on 1st January 2001.

 

PAGE 1.

 

This is the general information page that an event organiser will need to complete in full. If there are sections that cannot be completed then an explanation will need to be given on a separate sheet.

 

All information supplied will be held in confidence and will only be used for the processing of an application to stage an event on the Highway.

 

In due course the process for making an application will be that Event Organisers will present their Risk Assessment to a Local Authority Safety Advisory Group who will then give the necessary permission for the event to take place.

 

It is unfortunate, at this time that there are not Safety Advisory Groups set up throughout the UK. Therefore the proposed scheme of going first the SAGs cannot be implemented.

 

It is therefore stressed that ALL Event Organisers retain in safe keeping their Risk Assessment Documentation until such time that the procedures for actual Notification to the SAGs is in place.

All will be made known as soon as the system is ready to be implemented in full.

It is not part of the system that the documents are deposited with the National/Regional/County/District permit-issuing officers.

 

It will be the right of the National/Regional Permit Issuing Authority or their Representatives, the Local Authority, Police or a BARR representative attending an event, to request sight of the RA document either prior to, during or after the event if clarification on any point needs to be made.

Gives Guidance notes for the completion of the Generic part of the Risk Assessment Notification Form.

 

This page makes reference to each of the columns, which needs to be completed as given on page 3.

 

They are self explanatory and the Symbols, Numbers etc are inserted into the columns as applicable to the type of course, terrain and safety implications associated with the event being Risk Assessed.

 

At the bottom of page 2 there is an example of a completed section of page 3.

Arrows etc are used in ‘Detail of Hazard’ to indicate direction of course.

 

Sheet ‘A’ is from an actual Event RA and is appended to these notes to give a better idea of a completed sheet.

This has already been covered by comment under page 2 and the appended Sheet ‘A’.

 

PAGE 4

 

Is for recording specific detail of Risks that are associated with the event course.

This enables more detail to be given on areas of greater Risk and how the event organisers intend the Risk to be minimised.

 

GENERAL

 

In addition the above Generic Document, the Risk Assessment should also include:

A Map of the course.

Individual Plans, including Start/Finish Areas and facilities.

Sections around the course, which give greater detail of Marshals, First Aid Medical Provision and Police locations also Plans of Major Road Junctions and how they are manned to ensure the safety of runners and other road users.

Copies of all correspondence with Local Authorities, The Police and Medical providers should also form part of the documentation.

The above is not a definitive list.

 

Other paperwork would be the instructions for briefing the Marshals on their duties and any other documentation that shows how the event organiser has undertaken their ‘Duty of Care’ as required by the Health & Safety Executive.

 

There will always be a transitional period during change until all the parts of a new scheme are fully implemented.

 

At the end of the day, it is intended that Events held on the Highway are organised in as safe a manner as is possible within the restraints that at time are placed upon the organisers.
