1.
TITLE:
The name of the Association shall be ‘The Suffolk
County Athletic Association’. The
Association shall be composed of clubs, associations and individuals interested
in the development of athletics in the County of Suffolk.
2.
ASSOCIATION COLOURS:
The Association colours shall be maroon and pink.
3.
OBJECTS:
The objects of the Association shall be:
a) To encourage, develop and direct athletics in the County of Suffolk as empowered by the laws of the UK Athletics.
b) To encourage inter-county competitions and such others as the Executive Committee may decide.
c) To assist and encourage the formation of Athletic Clubs in the County.
d) To bring the advantages of Athletic Sport prominently before the County and Local Authorities.
e) To affiliate to the UKA., South of England Athletic Association and the UK Counties Athletic Association, and to endeavour to secure the observance of the UKA Laws at all athletic competitions in the County.
f) To promote county championships in accordance with the conditions laid down by the UKA.
4.
MEMBERSHIP:
Members of the Association must be Amateurs according to the UKA definitions. The Association may elect to membership, at its discretion any of the following:
a) Upon recommendation from the Executive Committee:
i) Life Vice Presidents – for long, mentorious and exceptionally valuable services to the Association.
ii) Life Members – for outstanding athletic achievement.
iii) Vice Presidents.
b) Through its Executive Committee:
i) Any club or Association having its headquarters in the County, which is eligible for membership of the UKA.
ii) Any unit of H.M.Services stationed in the County.
iii) Any School, College or Business house in the County. Those elected in (i), (ii) and (iii) above will be known as affiliated bodies.
iv) Individual Members.
All such applications for Membership should be considered by the Executive Committee at their first meeting after receipt of the said application.
5.
SUBSCRIPTIONS:
The Executive Committee shall fix the rates of subscription for the ensuring year. Subscriptions are payable on application and for each subsequent year. The Committee shall have power to expel any Club or Member whose subscription is six months in arrears, providing a month’s notice in writing shall have been sent to such Club or Member by a registered or recorded delivery letter, addressed to the last known address, informing the Club or Member of the proposed action of the Committee.
6.
ASSOCIATION BADGES AND VESTS:
a) Association Badges and Vests should be available to Life Vice Presidents, Life Members and Individual Members.
b) County Badges to be awarded to ALL Athletes who have represented the Association on Two Occasions. Subsequent representation to be recognised by the award of a year Badge.
c) County Badges be awarded to officials of Grade III and above.
d) The Executive Committee may permit any person to purchase a Badge.
e)
Association vests shall be Maroon and Pink.
7.
MANAGEMENT:
a) The Management of the Association shall be vested in an Executive Committee who shall have one vote each and shall consist of:
i) A President who will be elected at the Annual General Meeting from the Life Vice Presidents of the Association and who will not normally serve more than three consecutive years in any one term of Presidency.
ii) The Life Vice Presidents of the Association.
iii) A Chairman, Treasurer, Secretary, Minute Secretary, Track and Field Secretary, Coaching Secretary, Cross Country Secretary, Officials Secretary, Road Running Secretary, Race Walking Secretary, Trophy Secretary and delegates of the South of England AA, UK Counties Athletic Association, Athletic Association, BAF (AGM) and the SEAA Cross Country Management Committee, will be elected at the Annual General Meeting. (Note: Any one person may fill more then one position within the above list).
iv) Ten additional members elected at the Annual General Meeting.
v) A representative from the Suffolk Schools Athletic Association and from the Physical Education Advisors of the Suffolk Education Authority who will be nominated at the Annual General Meeting, but who may be substituted at any Executive Meeting, Provided written notice is given to the Hon. Secretary.
Persons nominated for the election to the listed officers in (i), (iii) and (iv) above will be elected by the vote of all entitled to vote at the Annual General Meeting [see Rule 10 (c) ].
b) The Executive Committee shall have power to fill any vacancy that may occur in the listed officers of (a) (i), (iii) and (iv) of this rule or to co-opt any person it considers will be of assistance to the Committee. Such persons will be entitled to vote.
c) A Press Officer shall be appointed who may attend all meetings of the Executive Committee but will not be entitled to vote unless he/she is a member of the Committee in his/her own right.
d) Team Managers for Track & Field, Cross Country and Road Running to be appointed at the AGM each year.
e) The Executive Committee shall meet when necessary. Six shall form a quorum.
8.
MINUTES:
Copies of the minutes of all Executive Committee meeting shall be forwarded to the Honorary Secretary of the South of England Athletic Association within five days.
9.
SUB-COMMITTEES:
a) Sub-Committees will be appointed at the Annual General Meeting to cover the following activities of the Association: Cross Country, Track and Field, Road Running, Race Walking, Coaching, Finance and Officials.
b) The Executive Committee will control the size of each Sub-Committee to enable it to carry out the efficient transaction of the business of the Committee. Membership of Sub-Committees may include person who are not Executive Committee Members. Sub-Committees will not have the power to authorise expenditure of the Association funds except when such power is specifically Delegated by the Executive Committee.
c) The Executive Committee may appoint additional Sub-Committees during its term of office and members appointed will serve until the following Annual General Meeting. To continue after the following Annual General Meeting the Executive Committee will need to propose a change to Rule 9(a) and appoint on an annual basis under this Rule.
10.
GENERAL MEETINGS:
a) The Annual General Meeting shall be held not later than the last day of February and must be the subject of at least 14 days notice to all Members of the Association (see Rule 4). Six shall form a quorum.
b) A Special General Meeting shall be called when decided upon by an Annual General Meeting, or by the Executive Committee, or when requistioned in writing by not less than six Members of the Association (see Rule 4), who must inform the Secretary of the purpose of the meeting. The Secretary shall be required to convene such a meeting to be held not more than 28 days after the receipt of a requisition. The Secretary must give 14 days notice of all Special General Meetings and all resolutions must be related to items which have to be included on the Agenda which will be included with the notice.
c) The Management Team, whilst in Office, Individual Members and official delegates of affiliated bodies will be entitled to vote at Annual General Meetings and at Special General Meetings. Affiliated bodies will be allowed two delegates entitled to vote.
11.
FINANCE:
The Executive shall control the finance of the Association and the Honorary Treasurer shall present a balance sheet, duly audited, to the Annual General Meeting. The financial year shall be from 1st January to 31st December.

AUDITORS:
One or more Honorary Auditors shall be appointed at the Annual General Meeting.
13.
PROPERTIES:
The Properties of the Association shall be vested in
three Trustees to be elected by the Executive and they shall hold all such
properties for the Association.
14.
CHAMPIONSHIP EVENTS:
The Association shall, at its discretion, promote Championships for men and women in the BAF age groups, in any or all of the officially recognised cross country, road, track, field and walking and Tug of War Events.
15.
APPLICATIONS FOR CHAMPIONSHIPS:
The majority of County Championship Events will normally be staged at specifically organised Championship Meetings. Applications from promoting bodies to stage individual events will, however, be considered by the Executive Committee and should be forwarded to the Secretary.
16.
OFFICIALS:
At all meetings where a County Championship is staged the
appropriate officer of the Association shall be responsible for the appointment
of the Championship officials. The
Referee(s) shall be responsible to the Association for the proper conduct of the
Championship and shall make a report in writing to the Honorary Championship
Secretary within seven days.
17.
COUNTY STANDARDS AND AWARDS:
a) The winner of a Championship shall be termed ‘The Suffolk Champion’ (Suffolk Junior Champion, Suffolk Youth Champion, etc.).
b) In ALL events the winner, second and third placed competitors shall receive an Association Medal (Gold, Silver or Bronze) and the winner will be awarded to hold for one year the event Trophy (if any).
c) In Team Championships the first, second and third placed Teams will be awarded Association Medals (Gold, Silver or Bronze). The First Team will hold for one year the Team Trophy (if any).
d)
Winners of Trophies shall sign the agreed condition form, which states
the receite and Insurance details, and be responsible for its safe keeping while
in their possession.
18.
COUNTY QUALIFICATIONS: (This is not drafted in full)
As UKA Rules for competition, amplified:-
a) To permit participation of senior men and senior women in Home Office Institutions after six month’s residence in the County.
b) To relax residential qualifications in the instance of all age groups other than senior men and senior women.
c)
To limit Team Championships to Affiliated Clubs, etc.
19.
AGE GROUPS:
As per UKA Rules.
20.
ALTERATION TO RULES:
No alteration shall be made to these Rules except at an Annual General Meeting or at a Special General Meeting convened for that purpose.
